"Chance of Rain" => "Chance Rain" ??? Why?

Didn't it used to say "Chance of Rain" instead of "Chance Rain" which sounds a lot more ungrammatical? Am I making this up or is it true, and if so, why the change?

The forecast should still say "chance of rain" as far as I know. Where did you see it say otherwise?
