API call to find all active alerts

I would like to build an alert system that can warn people of severe weather.
To do this it would be easiest to have one API call, say:

this would return an array of all active alerts.

currently i would need to take all the zipcodes that have an active user and loop through them to see if there is an alert.
If i want to do this in a timely fashion it will kill my API calls once i have more than 10 users.
Instead i would like an array of zips that have active alerts so i can loop through the results and match the ones that i need (i.e. have users in that zip).

is there a way to do this?

I guess it would be similar to the hurricanes feature but for all types of alerts.

also, is there a bulk API? if i want to request 10 zipcodes at once is there a way to do that and have it count as 1 call?
