Can I use the developer key settings for an app until I know daily usage stats?

I am getting ready to publicly release an app that uses the Wunderground API. I have no idea how many people will download the app; therefore no idea of what service plan I will need to subscribe to. I don't want to buy an expensive plan if I don't need to. So can I leave the key settings on developer until I know what subscription plan is needed?

Sure thing, that's the point of a developer key. We understand the app market is tough, and its hard to predict usage of an app. When you go over you'll use a raindrop, and when you get the overage email, just evaluate which plan to move up to.

What if I paid for plan Shower and need to upgrade to plan Downpour because of increased usage? Do I need to pay for the remaining days of Shower subscription only the price difference additionally?
