Downpour account with developer account rate limiting

We've been using a downpour account since 2014 with the associate rate limits, however starting a couple weeks ago we started getting rate limit errors where the limits are listed as developer limits (500/day + 10/minute) which caused us to start using all our raindrops (we had ~30, now down to 18).  What's odd is that the administration page shows the correct limits, however also shows in the list of errors the wrong limits.

What's going on?  @Tim could you help?
