Encoding of lookup of cities that contain special characters?

I'm trying to do a lookup on a city like Köln (Cologne in English) but irrespective on how I try to encode the lookup URL, it returns no results. When I use the search string Koeln, this works, but the majority of Germans will be using Köln.
Can you tell how to perform a lookup on such cities?

Have you tried to perform url encoding of your query location? for example Köln encoed equivalent value would be K%C3%B6ln

that is what I tried but then it returns no results.

Ok, some extra handling is needed, since /q/Germany/K%C3%B6ln.json query triggers the ambiguous results scenario.
