Fahrenheit and Celsius temperatures don't match

When I look up the conditions in Nkawkaw, GHANA (.../conditions/q/GH/Nkawkaw.json) some strange temperatures are returned:

Windchill temperatures are not available.

The feels like temperatures don't match. 88°F should match with 31°C instead of 28°C. What's wrong?

I also have this problem. Looking at hourly10days prediction at Lugano, the temperature looks strange, as 28F = -1C, {29, 30, 31, 32, 33}F = 0C, while 34F=1C.

Applying the conversion rule, C= (F - 32)/1.8, it should say
F C WU conversion
28 = -2.2 -1
29 = -1.7 0
30 = -1.1 0
31 = -0.6 0
32 = 0 0
33 = 0.6 0
34 = 1.1 1

What kind of rule / conversion to integer is it making?
