Is there a list of cities that the historical api endpoint supports or a way that we can tell what cities are viable parameters to pass to it?

There is not, though the API does its best to make sure you get valid data for any point.

what makes you think its from LA?  KOLM is an airport in Olympia WA.  You may be confused about the time zone name.  Time zones are named by arbitrary geographic locations in the zone, unless special consideration is necessary, for example, most of the west coast time zone is called America/Los_Angeles.  Hope this helps.
