Historical Data Differences

Looking at 1/15/2013 historical data for Astoria, OR
(Lat/Lon: 46.15999985,-123.87999725)
The Weather Underground history site states 32 was the low (and this is listed in the XML under mintempi) but the lowest value for tempi is 33.1. What would be the difference?

The records come from NWS but in a different file. They are not necessarily the lowest observed temp. I know this is weird. But the records from the NWS are the "official" history.
