how does current conditions determine temp when using lat/long in Canada

When I use lat/long to get current conditions as well as pws:0 in Canada, how does the api determine what weather station to use? Ive seen occurrences where if I pass the exact lat/long of an official weather station, I get the values expected from that station. But if I pass it lat/long that isn't exactly the same as the station, but near enough it should use that station, I don't always get the same values.

For example:

Does it use some sort of triangulation between multiple stations and averages it between? 

What about when I call history with lat/long not matching a station? Does it use the same logic as current conditions?

It picks the closest station, there may also be some elevation logic involved in some cases.

I do notice that while display location is different on those calls, that observation location is the same, and it is using the airport CYTZ
