How is hourly API call rate calculated?

How is the hourly API call rate calculated? Does the count start anew every hour, or would a high number of calls at the beginning of an hour, followed by another high number of calls early the next hour trip the usage limit?

If it is the former rather than the latter, then is there a standard for when an hour starts? Time zones offset by 30 or 45 minutes instead of full-hour increments would be affected by this.

I'm asking because I am trying to include API throttling in my code, and want to better understand how WU calculates these usage limits.

Please disregard. I misread, the usage threshold is within a minute, not an hour.
