How do you calculate daily precipitation?

Hi,
I'm building an application where I need daily precipitation of some city.
Since the accuracy of this data is pretty important, I would like to know how it's calculated.
I noticed that, for example:

http://api.wunderground.com/api//hist...

in the daily summary section the precipim value is "3.0", but all observations are "" or "-9999.00".
I need only the daily summary (by the way, can we have an API call for the dailysummary only?), but I wonder how do you get it if there are no available data in observations?

The total is not simply us adding up the individual observations; we receive two different kinds of rain data from weather stations. The first is the current rate, and the other is the cumulative total (daily summary).

Some stations report both, others only report one or neither.
