I keep going over the "10 calls in a minute"-limit

I use this plugin for my Wordpress site:

The plugin has a cache function: "The cache is set to 3600 seconds by default. The weather doesn’t change every minute and all the weather scouts around the world usually don’t update their data every minute as well. So to avoid huge loads of traffic, and of course to save valuable amounts of free requests I’d kindly ask to reload the data from their servers not too frequently."

With this cache set at 1800 seconds (an half hour), it should be easy for a small page like mine not to go over the limits of the free API key. In fact I have like 100-200 hits a day, so it shouldn't be any problem. Still I keep going over that "10 calls a minute"-limit, and I can't understand why. With the cache it shouldn't do that. The last 9 days, I have gone over 8 times.

Is there some smart way to avoid this?
