Inaccuracy in the Weather Usage Chart

I suspect that the data usage chart not calculating the daily number of calls correctly. Perhaps it is calculating using a different timezone than US/Eastern time than the logic for rain drop deduction uses? Or perhaps it isn't using DST correctly in the count?

The reason I wonder is that I wrote a check in my data fetch routine to not exceed my daily limit, but the number of calls per day (EST) that I calculate slightly differs from the number of calls reported on the Wunderground API site. Also looking at yesterday the chart says I slightly exceeded my limit, yet I was not charged a "raindrop". (not complaining here, just trying to understand what is going on)

Is the logic for raindrop deduction different from the logic for calculating the usage chart? This appears to be a bug.

In deed I noted the same thing recently, requests rate calculation seems to be wrong, I lost all my raindrops even if I'am controlling the number of request to not exceed the limit.
