Locations returned without using the autocomplete option

Using the following url, why are multiple locations returned even though the autocomplete option isn't used?  Is it something to do with 'geolookup'?

http://api.wunderground.com/api/xxxxxxxx/geolookup/conditions/forecast/q/hu.xml

rather than just give you a error, we try to give you some results that might be relevant.

I think this behaviour is resulting from the lack of hard rules enforcement about inconsistent queries, not binding to just geolookup feature :(
