Logitude and latitude are truncated to 2 decimals in json results.

Using logitude and latitude in my URL, the json results truncates them to 2 decimals (38.7164130 become 38.710000) in {current_observation/display_location}. I get the correct response in xml.

Yes, thats how Wunderground saves them and associates it to a PWS.

Then why do the longitude and latitude get returned without being truncated in XML?

In some cases Wunderground truncates the location data for cacheability. This does not affect the forecast results.

The forecast results are fine, but in {current_observation/display_location}, I get the next town over (almost a half mile difference). Not a big deal, but distracting.
