My history call, which has worked for years, is returning a 400 Bad Request response

I've been using this string for years without problems, but now it is returning a 400 Bad Request response. I've tried using different locations to see if it's a local station issue, but nothing works. I even tried the sample code from the WU documentation.

I'm also encountering this issue.  I have also been receiving sporadic 400 errors from the history API the last few days.  Then later, I would try the same history call (same date/station) and it would return fine.  Now of course, none of them are working.
