As you may have noticed, the Weather Underground API is winding down, so there are no new accounts, and no current prices for this API.  The Weather Company has an API that might fit your needs, and you can find out more about it here:  http://biz.weather.com/WU-Data-API_Data-Package-Demo-Request.html

How/where can I see/check how much I would spend if the requests exceed the limits?

If you're asking about right now, on the Weather Underground API, there is no fixed charge for overage.  There's a system in place so that if you go over by a little bit, it will provide some flexibility, but there are usage limits on the accounts.  If you email me with your key, I'm happy to look into any problem you might be having.
