PWS Weather API personalized

My understanding is that using a PWS in a weather api will retrieve personalized information for that weather station.

In reality is does not. Specifically, for current conditions, forecasted temperatures etc. It defaults those results to the nearest airport reporting station.

Example PWS IBCSMITH2 which is in the vicinity of Smithers CYYD;
PWS elevation is 1516m whereas Smithers is 490m

I have temperatures of below zero at the PWS but am given current conditions as rain whereas it is snowing at the PWS and raining at Smithers

I have temperatures of above freezing at the PWS and severe below freezing temperatures at Smithers (an inversion) but am getting forecasted temperatures reflecting Smithers and not the PWS

Could anyone explain why the perception is a personalized forecast for the PWS where in fact it is more slanted to the nearest town/airport station?

I get the same thing on my weather station. KCTGOSHE9 in Goshen, CT on my roof. The elevation is also screwed up. I get weather data from my wxstation but forcasts come from the closest airport in Oxford, CT 40 minutes away with a totally different/ lower elevation
