Something wrong with non-reporting PWS

Sometimes PWS are shut down by the owner for a certain amount of hours.
However their respective API json answers contain data from another PWS instead of reporting a default message such as "LINK IS DOWN".

Example:
This station isn't reporting data since 7AM as of now (4PM CEST): http://www.wunderground.com/weatherst...
In fact CSV file stopped updating itself at 7AM.

However the API call for http://api.wunderground.com/api/APIKE... keeps reporting data from INAPOLIN4 until ICAMPANI51 won't return reporting data itself (I guess in the late CEST noon).

The same happens in a lot of other cases for PWS in Naples, Italy area.

So we have a different behaviour between API/json and CSV/website.

Same thing happens now with INAPOLIN4 which is down and has been substituted (somehow) by MAT335.
What's going on?
Why non reporting stations can't just be "down" and report with a "down" or "0" or "link down" message in the JSON answer?
