State is ignored, API returns multiple cities instead

I'm trying to get some basic weather data for cities in a Java application, and it appears that the state is being ignored in my request.  When I make a GET request to{apiKey}/conditions/q/TX/Plano.json, I am getting multiple cities named Plano back in my JSON response.  But when I click on the URL and view in the browser, I see the results for Plano, TX as expected.  I'm trying to pull weather, temperature_string, and icon_url for any given city, so the Autocomplete API won't suffice in this situation.  Is there a workaround to get the information I'm looking for, or will I need to find another API?
