Text Coding Format

Which text coding format is Weather Underground using? I do have always problems with German vowels in the descriptions of wind direction.

I'am afraid it's not clear, what you mean?
What values you get and what instead you expect to get?

API output always appears to be UTF-8 encoded, likewise for XML and JSON.

I see a lot of unicode newlines ("\u000A") in weather alerts in the US.
Everything else seems to be correct UTF-8 in English to me.

I would guess that there is something wrong with the code that deals with text encoding/decoding when the weather data is either collected for or served by the API servers.

If my locale is a place that uses double byte characters, like Seoul, Korea (KS X 1001). Can the Weather API interpret Korean characters for the city and country and render a response that is translated for my locale?
