The snow flag in the History API doesn't seem to be populated - am I doing something wrong?

I am using the Json feed for History in the API, I have received 2 years worth of data for Calgary, Alberta, Canada - and it has only 1 day flagged as having snow.  It snows here lots, so I'm just wondering if I'm doing something wrong - or if the XML feed is more reliable.  Any help or suggestions would be greatly appreciated.
My calls are formatted as the following (except my key instead of X's)

The returned Json contains a response as well as the history - the history object contains the local date/time as well as the UTC date/time - the observations array and the daily summary array.  It just seems like the Snow, Rain, Thunder, Hail, Fog, Tornado values are not accurate for either the observation or the daily summary.

Also, I should add, yesterday it snowed here all day - but if I look at the history json for yesterday - snow is set to "0" instead of "1".  The precipm value is set to "2.0" - which seems correct.

OK, if I use CYYC (airport) as my location instead of Calgary (the city) I do get valid values back - should I just rely on Airports from now on (I will be collecting other cities as well over time), and not use the city name?
