What will EXACLY happen when the number of calls exceed? (day or minute)

I would like to get the API key but I have a question before hand. 
What will happen when I (or users) exceed the limit of calls? 

I understand that it will be "turned off" but what does that exactly mean? 

Does it mean...

A. The weather app will disappear 
B. The weather app will have old information untill the next day
C. I would be asked to pay
D. Users will have to see advertisements instead of app

It would be great to get an anwer!

You will use a raindrop when you go over the limit for the day and you can still draw data unless you hit a high upper boundary.  You'll get an email when you use a raindrop for going over.  The API will return an error when you've gone over too much, or you have used up all your raindrops.
