I'm a bit confused as to why 10:00pm is the default time. I would like to get ten day conditions at 12:00 noon.

It isn't fixed to 10 pm. The start time of the ten day forecast depends on the current time.

I should add, the problem with this is that most people obviously don't want to know what the weather will be like at 10:00pm. They want to know what it will be like during the day.

My apologies -- I thought that you were referring to the hourly call. The start of the hourly10day will start on the current time.
As far as daily forecasts, it's providing the high / low for the entire day. It isn't providing a specific temp at a specific time.
The 10pm mark has to due with when the forecast is generated, and you can most likely ignore that part of the return.

We're testing a new forecast system, currently on wunderground.com (not the API) and in just a few states. We will continue to roll out the new forecast across the US then world on wunderground.com to work through any quality issues. Once the new forecasts are given the stamp of approval, they will roll into the API as well. We should finish rolling out the US over the next 2 weeks.
The change will be seamless in the API, and then the API and wunderground.com will match again.
