Why does year go back to 1998 when requesting planner data?

I'm trying to request the past 7 days of precipitation data using the planner feature of the API.

However, when entering planner_11221128, I am getting, what appears to be, the data from 11/22/1998 - 11/28/2013.

What's even more strange, the rainfall max is only 1.04" for that time period. I highly doubt it only rained an inch in the past 15 years in San Francisco (the city I'm using for testing the api)

What gives? The dates returned are fairly janky considering I didn't enter a year. You would think it would just look at JUST the previous year? Am I just confusing the data?

Any help would be appreciated.

The data is actually crunching numbers on all of the data we have for that location, going back more than 30 years in many cases. The 1998 is because we also return the data for the past 15 years on our site. You can ignore the year if you want, its an average of data across all of the years we have history.

So, I'm still a bit confused. Does that mean the data returned is for 11/22/2013 - 11/28/2013?

The data is the average of weather variables across all of the history that we have between the 2 dates you enter. The planner data is to give you an idea of what the weather will be like between those 2 dates. Think of it like "what to pack" weather information.
